Catalan scam?

So I enter in one of the most famous spanish supermarket, but at the dairy products desk I open my mouth in surprise. The question is, are in this country so daring? Do they really think it's legal and possible to write "Virutas de Parma" and above that pictures of original cheese of the consortiums "Parmiggiano Reggiano" and "Asiago"? The problem here is that the product inside the package is not Parmiggiano Reggiano, nor Asiago.
